Restraining Orders as Force Fields

I was thinking: What if Restraining Orders, which are legal actions designed to keep certain people (stalkers) away from other people (celebrities), acted like force fields?

Then you could have a dome of a certain radius around a celebrity, and the alleged stalker would have a bridge right over him or her.
